The walls of the lock, visible in the foreground, appear to be almost complete. The roller and tainter gate walls further out in the Mississippi River, are in the beginning stages of construction. A crane and other construction equipment may be seen near the roller dam walls. A dredge is visible in the pool behind the dam. A man, dressed in a light-colored suit is seated at a large, roll-top desk at left. Against the right wall, and behind the man, is a podium-height desk, on top of which is a large open ledger. A small window may be seen above the roll-top desk at left. There is a large window with a curved top, striped awning and roller shade on the back wall between the two desks. On the far right, next to the taller desk, is a door leading into another office.  The upper right wall above the door and taller desk contains windows looking into the adjacent office.
