Businesses were thriving, investments were strong, consumption was consistent, people had work. Of course, Carey Orr opines, the “party in power” would claim the success. But after the Stock Market crash in the fall of 1929, and the domino effects the collapse had on the economy in 1930, the Republican Party did not want to claim responsibility for the economy. Through the words and expressions of his characters, the cartoonist accurately describes the relationship to success and failure political parties attribute to one another. Interestingly, the Republican wears the suit coat, hat and tie of a city person while the Democrat, “not in power,” wears items more symbolic of rural America. Even though prohibition was in the Constitution, many people felt that the country should focus on more important issues facing the country. Organized crime was one major issue that people felt deserved more attention than prohibition. Notorious figures like Al Capone had major illegal influence in major cities making money selling alcohol that was made illegal by prohibition. Gang wars were famously violent and non-gang members sometime got caught in the crossfire. Critics such as Carey Orr, the artist of the cartoon, found irony in the implementation of prohibition, highlighting how a shot of alcohol was unconstitutional while gun shots were not. Gun violence led people to question if prohibition was as important of an issue as other problems such as organized crime and economic crisis. The fight for prohibition had been a long struggle until alcohol was made illegal by the 18th amendment. Even before the 18th amendment, the production and sale of alcohol had already been restricted by the Volstead Act. However, when the Great Depression started, the critics’ voices grew louder as they felt that supporters were holding back the economy, and the repeal of the 18th amendment would allow for more economic opportunities amid a period of economic and industrial struggle. This did not deter supporters of prohibition from fighting for the continuation of prohibition. The critics of prohibition believed that there were more important issues to worry about than alcohol consumption. Eventually the critics got their wish as the 18th amendment was repealed in 1933. The 1928 election of Herbert Hoover, a Republican, reflected the want for more prosperity. The Democratic Party during the election of 1928 had little chance of winning due to a combination of the popularity of Herbert Hoover and the distaste for the Catholic Democratic candidate, Al Smith. This cartoon documents that the fate of the Democratic Party was reversed at the beginning of Hoover’s Administration because instead of prosperity, America experienced an economic crash. Although some stood by the actions of Herbert Hoover in dealing with this economic crisis, a large portion of the country was dubious and reverted to the Democratic Party. The public opinion and criticism of one political party during tough economic times still often results in political power shifting during elections. His background in humanitarian leadership during the Great War and his voluntaristic spirit made him the most qualified man to take care of the United States during an economic crisis. Hoover also displayed his skills in leadership: first, as head of the Commission for Belgium Relief, in which he organized American businessmen to ensure the feeding of 9 million people in Europe after WWI; and second, as Secretary of Commerce during the Harding Administration where he took action to cope with the depression of 1922. Although economic prosperity was all America knew during the 1920s, many were confident in the ability of Hoover to stop this economic downturn. The faith in political figures based on their actions of the past, as well as the promises that were made during their election campaigns, remains an American trait through to the twenty-first century. In the 1920s many people were interested in ways to “get rich quick.” Americans used the stock market as a means to riches, without understanding the risks. The widespread use of stock buying on credit and investing in poor real estate ventures, particularly in Florida, created a “booming” economy really built on an unstable foundation. Cartoonist John McCutcheon illustrates the market shift from a bull market, a time of high investments, to a bear market, low investments. Many American investors initially held onto their investments with the hope that the market would recover, however, the decision would come back to bite them—literally. His cartoon shows that the American people were trapped in their past way of thinking and were unable to face the harsh realization that they had lost money in a failing market.
